Household Eligibility Discovery
Can household-level analysis find likely-qualified people the usual outreach system has not reached? This project tested the identification step before expanding into direct outreach.
Past outreach kept returning to familiar lists.
Program partners needed a better way to find households that could qualify but had never reached the assistance system. The project used household, home, and energy-use signals to build a more relevant view of likely fit.
98% had never contacted energy-assistance programs before.
Only 2% of the households had reached out for energy-related assistance before. The other 98% were likely eligible and had never connected with the system. This made the scale of missed need visible—not as an abstract list, but as people who could qualify for help with energy costs or home upgrades.
Targeting created a larger, more relevant starting point.
The project identified 2,000 likely-qualified households against a 1,000-household target by combining household, home, and energy-use signals. That deeper view gave program teams a way to prioritize outreach around likely eligibility and the improvements each home could need. This phase tested identification; later work added direct outreach and application support.
